Except it's not a Middle East county!

One idea though is that it begins with ME (Middle East), plus the name of a county + a word meaning tunes
I thought the middle eASt might be the letters AS then I added Hant for the county (I know it should be Hants) +I (i tunes!) but Ashanti is a singer not a group.
This may trigger some ideas

Anyone had further thoughts on:

3 could well be something to do with being off stage.
There was a minor group called the Stands, which is the wrong place to perform at a stadium. But Wings may be a bit better (also not the right place to be when performing)

Yes, I thought of Police too because when i did a search on wagon with 4 wheels it gave an example of Police Wagon, but I've never heard the term, so I discounted it. But maybe it's an Irish term and an Irish quiz
