It rather depends what they mean by 'largest' doesn't it?
To muddy the waters further, isn't the Wallace moument near Stirling taller than Scott's?

Oh Calibax - ashamed to say I'd forgotten about The Wallace Monument,its huge isn't it? Will have to consult Google again!
