For 31 The first name should be BRIAN I think (Brian Close). The second bit is more tricky- maybe a reference to Richard Wilson or Victor Meldrew or to being very old/ill.
Brian Wilson is the best I can come up with but the second part of the clue is a bit weak if that's the answer
