Judith, to 'ramp' has meant to 'snatch' since the 1500s. It took on the slang meaning of to 'grab illegally'...ie swindle...in the early 19th century. The original meaning seems to have disappeared.

In Collins dictionary a ramp - swindle esp. one involving exorbitant prices (Brit. slang)
