'said' And 'told'

Perhaps not the correct site, but a place of of the erudite.
Do you think there is a difference of emphasis between;
"She said to me, that whenever ......." and
"She told me, that whenever ....."
and if so what is it please?

In some situations 'told' can carry an undertone of authority. 'Said' seems fairly neutral.
Told could be repeating what someone told her but said could be her own opinion
