^H-H retired as editor in 1976, succeeded by Simon Parker. Jack Woolley recalled H-H for a couple of months in 1977 when Woolley and Parker were at odds. Parker quit in 1978, leaving for Khatmandu, and H-H was recalled again until a permanent replacement was found.

September 1976, to be precise. "The Book of The Archers", pub. Michael Joseph, London, 1996. Picked it up a couple of years ago in a charity shop.
I can't find much record of him, but it would appear his name was Harman Hapgood:

Thanks, ellipsis. OH and I are Archers mad! Actually, we live about 4 miles from the cottage at Corse Lawn, Worcs. which Godfrey Beasley once lived in. The cottage is called ----- wait for it------ AMBRIDGE !!!

My book gives "Mr. Harman-Hapgood" (note hyphen; don't know the forename, if indeed it was ever used)

This seems to be the most minor of minor characters, with barely a mention of "harman hapgood" in any order on the Internet. I can only imagine the quiz setter has the same book as you, frugalfred, so I would go with "Mr. Harman-Hapgood" ...
