I think 6

Mary I, Elizabeth I, Lady Jane Grey (9 days), Anne,

Victoria and Elizabeth II, but one could argue that Mary II was queen in her own right as much as William was king!

Although never crowned, (Empress) Matilda, heir to the throne of Henry I, ruled England and prepared for her coronation in 1141 during the period known as "The Anarchy". This was the 18 years of civil war caused by Matilda's cousin Stephen usurping the throne after the death of Henry I in 1135 and ending when Stephen named as his heir Matilda's son Henry Plantagenet (Henry II) in 1153.
And maybe Matilda daughter of Henry 1, I believe she ruled in her own right as well as jointly with Stephen

Matilda never ruled jointly with Stephen...

25 Dec 1135 - Stephen crowned as King of England
  2 Feb 1141 - Stephen defeated at the battle of Lincoln
  9 Feb 1141 - Stephen imprisoned at Bristol
  8 Apr 1141 - Council of Winchester convened to elect
                            Matilda as Queen of England
14 Sep 1141 - Rout of Winchester. Matilda forced to
                            return throne to Stephen
  1 Nov 1141 - Stephen released from imprisonment
25 Dec 1141 - Stephen has 2nd coronation ceremony to
                            emphasize his authority
