My view is , both herdsmen ( if 6,5) and 'county' fit the bill.

The setter has requested hints only which is what footfairy asked for but surely the hints shouldn't be so easy they might as well be answers
"First word has two syllables, the second of which denotes the "young" reference. Second word isn't shoes." Do you really see that as just a hint
