Is the clue exactly as printed? I still think a setter's error is a possibility as Pollen count fits the clue perfectly. Bees= cloud and add up= formation seems very weak to me. There are lots of better clues they could have used for cloud formation- perhaps referring to locusts rather than bees

Yes, but why bees rather than say locusts, and why should we jump from bees to swarm/cloud and from add up to formation? Just seems wrong or a poor clue to me
