Buenchico's link shows the clue is just "Cobs on Salt" rather than "answer to cobs on salt".
The best I can come up with is 4x4 but it's not a specific law/police related term and if it were right the setter could have used any 4 letter words rather than cobs and salt
I've tried to find words that could mean cobs but loaves and swans don't fit unless the words run together in some way or encircle the word for salt.
Salt could be NaCl, spice, brine, alkali, sailor/ tar...
I'm also stuck on 14- "Nick throws money"? (4,5) I have tried to find a dialect word for prison, but without success. Any more help please?
