Thank you hazlinny. Yes, the setter has said we can just ask for clues but not the answer. Thank you for trying though, but I don't think that is the answer. The others are all actual people I think.
I have an offer, but its iffy. using anagram solver, put in "to see the fog" this doesn't give an exact answer, but in the near misses, gives the name of a film which stars a well known double act that matches the letter count.
I have contacted the setter and she has been really nice - but I'm still no nearer. She suggests:
"The letter count is fine. Perhaps it's the mindset for this particular question. Consider all the sorts of fog there could be that it would make it difficult to see through!"
