There's Kirklee Bridge and Kessock Bridge but I can't fit those to the clue either. It seems a long clue for a 7-letter answer.

You wouldn't, mainly because The Hooded Claw wasn't in The Wacky Races. The Hooded Claw was the villain in Wacky Races' spin-off "The Perils of Penelope Pitstop".
