For more on marking an answer as the "Best Answer", please visit our FAQ.Fairlight's answer is probably due to the fact that the poster of this question admits that it is a no asking quiz, yet still continues to ask which is then subsequently answered. Why can't people just send the quiz in with blanks like 99% of the people that abide by the setter's rules do when they don't know the answer.

It was my choice to answer your question, so it is not your fault. I have a thick skin and reprimands are like water off a duck's back.
Some people annoy me with their attitude, and when that happens I tend to do exactly the opposite of what they want. ......but that is me!

Postal quizzes only become a raffle when all the answers are given out, then it becomes a raffle. If the ones that didn't know the answer sent the quizzes in with blanks then any due prize money would fairly go to the ones with the highest scores who answered the questions through their own merit. Many of the quizzes I return have blanks but at least I know whatever score I get has been down to my own work.
Fairlight, you are very naive if you think just because a quiz setter states "no asking" that every sheet handed in will be the sole work of one person.
Tollview has been honest here but how many others have sought help that you don't know about?
The quiz setter can state a preference but unless they have a sure fire way of policing it, then they must accept that some people will ignore it.
How do you make the situation fair, anyway? Once a sheet is handed out some people will ask their extended families, some people will not have extended families to ask. If a parent asks a son and daughter for instance, then that son and daughter may go on the internet without the parent knowing. The parent thinks they haven't had help from the internet, but they probably have!
The only way to make a quiz "fair" is to have no restrictions. One of the quizzes that made most money for charity, "The Rainbow Quiz" followed that policy. At the end of the day, that is the point.....making money for charity!
AND there is no animosity if you don't make rules that you have no way of policing fairly.

I used to work in a very large office with a lot of people, one of whom was a crossword/quiz addict. Every lunchtime was spent with a lot of us puzzling over a tricky question or two. She wasn't asking on the internet but she was getting a lot of help.
It's always been the way with postal puzzles, some people have a lot of resources such as reference books or friends to collaborate with whilst others had very little help.
