Perfect squares are defined as squares that have a whole number (integer) square root, and yes the integer can be minus as well. A square which has a fractional or decimal square root is simply a square. So all perfect squares are also squares but not all squares are perfect squares - if you see what I mean. Whether zero (0) is a number is still being debated. It is generally accepted as a number which falls exactly between +1 and -1 and it has the function of numbers such as it can be added to, subtracted from, multiplied by and divided into other numbers, although dividing numbers by zero always yields infinity - which is definitely not a number.
