That looks like the Russian flag at the front so that's pre 1917
Put those 2 together and you think of the Japan Russia war 1904-1905

Britain formed an alliance with Japan in that so I'd guess it was 1905 and they're celbrating the end of that war.
But only if that's the Russian flag
