My French was pretty dodgy at school & is now virtually non-existant so 30d would help & a clue for 19a likewise - I think the middle word is 'of' but that doesn't take rocket science to work out - all help much appreciated

Hard to give a clue for 19D ....
An offence found in many common law jurisdictions, committed by someone who knows a treason is being or is about to be committed but does not report it to a proper authority. It is therefore unusual in that it is a criminal offence which may be committed through inaction.
