Sorry, haven't had time to check the first two but the Duke of Atholl (in Scotland) was allowed to raise a private army by Queen Victoria.

3. The only private army in uk is Atholl Highlanders.They are legally allowed to bear aems but only for ceremonial purposes. Someone once told me that it was the Queen's Private Army???. If that is not right I suppose the answer would be the Duke of Atholl ? xx
