I wonder how the setter justifies harbour as an indicator for h? It isn't an abbreviation in any dictionary I've ever seen.

Dr John - I agree and I've often noticed with Daily Mail prize cryptics that the first letter of a word is used as an abbreviation. You just have to get used to the setter's little ways, I suppose.
