Clues where the definition is the whole clue (such as 'What's tea passed around in?' - China) are known as '& lit.' in the trade, and tend to occur more often in the tougher puzzles such as Azed and Listener, though others do occasionally use them.

As in this case, they tend to get them wrong (the 'be' being superfluous for the definition reading).
