I'm afraid that Azed has not been fair as he has used a definition in Chambers 2006 that isn't in 2003 without mentioning this. For 31A the second definition of 'scope' in Chambers 2006 includes the meaning 'catch sight of'. I hope that helps anyone who is puzzled by this clue.
