Could someone please explain clue 28A
"View from flats, perhaps".
Answer is "scenery", but why?
View is obvious, but
Flats = musical, apartments, level land ???

I believe it`s a term used in the theatre to do with scenery.
FLAT: A unit section of flat scenery, usually made of wood or muslin on a wooden frame.
