Previous posters have suggested Silverhorn Fly - it's fits the anagram, but I'm not finding it on Google.

Silverhorn Fly....anag over ferny hills -e
I just did. One a nature sight and another on angling.
Sometimes called Silverhorn caddis fly
Species index on Google gives Silverhorn Fly
I was bring too brackety " silverhorn fly " gives only one hit and that's an answerbank conversation !
