Down to one - 13a Rally inside part of Welsh town, unusually (8) R_C_V_R_ It surely must be recovery but could someone please explain why?

I have been unable to download the puzzle from the site. I get a notice saying 'not available' !

Did you buy the paper or were you able to get a copy from the site.

I 've usually completed it by now but can't even start!

I bought a copy of the paper - I used to subscribe to the Crossword Club but went back to buying the papers - it's annoying when you can't get started...

Thanks ovengloves. I tried again but no joy. Odd thing is I can get the Jumbo !

Back to the question. I feel that this must have to do with Reculver, but I can't see the link.
Recovery = rally, OK. RECO is an anagram of "core" which is the inside part. VERY is "unusually" I suppose. Where does the Welsh town come in? Abercore? Is there another Welsh town with "core", maybe mixed up, in it? My brain sore over this one....
I'd been puzzling over this for ages, finally the penny's dropped:
RECO = the inside part of Brecon, VERY = unusually

Yes - very well done, pldcav. It was beyond me. Actually, I thought this one was a bit too obscure, along with one or two others, this week. Am I alone in thinking that? (In which case, maybe the old brain is beginning to atrophy!)
