I searched for days for this and came up with zilch !
I think it's been asked before but no answer which could be confirmed absolutely .In the end I plumped for Warhol .
I have just another brief Google and found this .

It IS Andy Warhol, found one reference to the quote in Google groups:

So the question itself was wrong ! The quote wasn't from when the album was handed to him !

I can remember reading about this way back in the 70's and thinking what a wally AH was. It has stuck with me ever since so I can confirm the answer as Warhol.
