Without having thought about it much, I think I was under the impression that Little Boy Blue was a cowherd.
The Oxford Dictionary of Nursery Rhymes says:
"It has been asseted that Little B B was intended to represent Cardinal Wolsy. It is pointed out that Wolsey was the son of an Ipswich butcher and. as a boy, undoubtedly looked after his father's livestock."
