The clue is
detest running heats
I thought the answer was HATES (ANAG of HEATS)
However on getting the answers to
20A- point near wteath broken pottery- earthenware and
24a- obscure figure right inside downpour- giving CLOUDBURST and
26a- some post made an impression- giving registered
that gives for 21D h?s?e hence HASTE- another anag but relationship to detests? have I boobed somewhere

Running means haste ....detest is an indication of an anagram

Is that detest or detests in the clue? I hate to disagree Shaney, but this clue looks duff! Your explanation would mean that a) an indirect anagram is involved, usually considered unsound in cryptic clueing; and b) running is being used as an anagram indicator - again unsound in my view. You may be right, but if so it's the worst clue I've seen in years!

If the wording is detests, then the clue (albeit very simple) leads to hates, as originally argued. Maybe a slip between setting and (type)setting...

It is definitively DETEST and sorry Shaney, have to agree with Quizmonkey ,the compiler needs to go back to school as the clue does not fit the answer.
