Identity of "Cato," author of "Guilty Men" 1940

I believe him to be Frank Owen, a newspaper (?) editor, who wrote t.he "Guilty Men" booklet to slate those he felt responsible for not preparing Britain for WW2.
I need confirmation of the identity and then biographical details
