I'm certainly no expert on Indian cookery, but Pakora seems to fit the bill slightly better, as it specifies "deep fried" in the reference I used! ?
Having re-read the clue I think I may be wrong and it's Pakora.............

I've only found Samosa to include the chick pea flour but I'll stand corrected if necessary??

Thanks to everyone for their opinion - I am now inclined to go for 'pakora' as it is partly defined as a fritter whereas samosa is not - so on balance I think pakora - sorry to have stirred up a honet's nest (last week) on this one!!!
