Merriam Webster dictionary doesn't help much, giving plurals as HO, HOS, HOE and HOES.
Take your pick.
I always thought the spelling was Arapaho. In common with most other Native American tribes' names the singular and plural are used pretty indiscriminately as collective terms. Apache, the Apache, Apaches - I think I've seen them all at some time or another.
