I don't like the way this puzzle is clued either.

I think news vendor is a better answer to that clue too.

I understand the ambiguity, and the clue is bad, but the news vendor sell the paper surely, and doesn't sell TO the paper. Terrible clue.

If you were selling a story to a newspaper then you would be a

NEWS VENDOR

would you not?

The setter put a "?" at the end of the clue, presumably to indicate that the answer's meaning is construed as its normal meaning.

Maybe?

Then again, maybe not?
