It comes in the Saturday weekend section of the Times.
The puzzle is called "Wealth" and the phrase is "Laws need to be broken to finish this crossword" This phrase is supposed to explain the form of the 8 thematic entries
The clue for one of these, which has no definition, is "One beaten by length in words (5)" and I have LLNE.
Another is "British troops enter foreign plane (5)" .RMIG
