Crosswords

I imagine a lot of our friends out there are , like me, a crossword fanatic, the cryptic ones that is. Every day I religiously complete and send off the puzzles in the Daily Mail. I used to take the Daily Express, but about three years ago I changed to the Mail when the Express was taken over by one of the girlie magazines. I won the Daily Express crossword competition three times. Since changing to the Mail I have not won anything. Please do not misunderstand me, I do not expect to win anything, but what I would like to know about is the procedure etc. of selecting the winners. How is it done? Who does it? When is it done?
Also the Mail requires the Puzzle to be post-marked by the date following publication at the latest. The result of the puzzle appears in the Mail two days after publication. What I would also like to know with these days of a poor postal system does a second class stamp stand any chance of arriving in time to be considered as a winner? Opinions or factts would be appreciated.

I enter the Sunday Times -Where was I competition most weeks. I used to e-mail the answer in but then noticed that only 1 person has been successful using e-mail. I post 1st class on Monday morning to get there by Wednesday and I have no confidence my card gets there.
