Of course it matters if you want to draw a circle accurately.
Whether it matters to anyone else is irrelevant. The question was asked, the question was answered.
Now I'm confused! I found the answer to be 9 on this site: http://geocities.com/ultrastupidneal/Knowledge-Mathematic-Fa ct.html
So it seems to depend on what you mean by "billion". If you mean 1000000000000 then the last digit is apparently 2 but if you mean 1000000000 then it's 9.
