Answer required for - "Which city is this. A New Year's Day parade in a city renowned for beaches, botanical gardens, flamingoes and a flat-topped mountain."
From the photo shown with the question I would think the city to be in S Americ.

You are welcome. The picture in the Telegraph can nearly always be found on the owners website and if the answer isn't obvious from the 'blurb', it can be worth searching this website with a 'keyword' or two. I do agree that the children looked south american though and I was rather surprised at the answer being Cape Town.
