Yes. A worker is a HAND, and if you HAND something to somebody you pass it to them.

Is there an apostrophe before the "s" though?

Thanks Rollo - it would be a bad clue without it, and it shows the importance of quoting the clue exactly as printed.
souxie - I realise it was a small mistake, but punctation is rarely wasted in a cryptic clue.

Take this one from the Telegraph a couple of weeks ago:

Settlement: unknown figure (6)

The colon is 5/6ths of the answer!!
