Emily regularly visits the twelth floor of a block of flats, by going to the tenth floor and walking up two flights of stairs. Last year she only took the lift to the ninth floor... WHY?

She has grown enough to reach the higher buttons, although the child must be extremely small to be not able to reach lift buttons.

Oooooo! You are a clever lot... Yes, Emily is a child she can only reach the10th floor button, last year being 9 she was a bit smaller and could only reach the 9th floor button.
