Ask twin A, "Would twin B tell me that his road led to heaven?"

If twin A answers yes, then take A's road. If A answers no, then take B's road.

It's quite hard to explain why, but try it with a few examples and you'll see that it works for all possibilities.

Ask "What would the other person advise?" Whatever the answer is , the correct way would be the opposite.
The idea is that the lying twin will always point to the wrong road so you should take the other.  However, as  a discussion in Scientific American pointed out, if one assumes he lies with malice, rather than mindlessly, his answer to the direct question "Is that the road to Heaven?" is likely to be "I don't know" or "The road to heaven is back along the way you just came".  So if Twin A is truthful he would say "No" and if untruthful he might say "I don't understand you".  This leaves you none the wiser.

It was also suggested that people that always tell lies or always tell the truth must be rather simple-minded.  So you ask "Did you know they're serving free beer in Heaven today?"   You take no notice of what is said you just follow the twins as they hurry down the road to Heaven.
