70 + 60 = 130 so 30% speak both. This can be divided a number of ways. 1% of French also speak English and 29% of English also speak French would fit the bill.

At least thirty % of the total must speak both English and French. This would give 40% speaking only English, 30% speaking only French and 30% speaking both. This assumes everyone speaks at least one of the two languages.
