I am wondering if this not a trick question, Father Christmas (or SC) may well be sent the most mail but he (and this will upset some of you I know) doesn't exist so there is no way he could receive it. Isn't it more likely to be HRH Queen Elizabeth ii or His Holiness the Pope? The question does ask "Who receives" after all.
