12a. groups against housing attack mostly (9) ?O?S?R?I?. I've been given two thoughts : constrain or consortia. Not happy with either- what do you think?

I think that there is a mistake in the clueing. I would go with consortia;= groups
sorti(e) is the "attack mostly"
against should be "contra" but instead we have "cona"

I think it is 'con' which = against

The setter Tim Moorey has told me that he realised his initial clue didn't work and tried to have it amended to -

'Groups against a banking charge cut'

Unfortunately it had already gone to press.
