I just can't work where this is this week, The clue is:
" after attacks by Vikings, Turks and Britons, this city built itself a protective wall in the 17th Century, though this was not enough to keep the French out. Overshadowed in its region by more famous cities to the north, it has better weather and great beaches. The old courthouse and jail are now notable modern art museum. Name the city"
