However I think the phrasing of the question is important as it looks like their normal attempt at a dive-in i.e. expecting unwary entrants to put Malabo. The following link states that Malabo (aka Santa Isabel) had always been the capital until recently.

All in all I think this and Q78 have been the most difficult questions to decide on since the infamous "Historic Habiliments" round last year. (I still haven't forgiven Dave for that one - cost us joint first place)!!

It seems to confirm Bata as the answer, as independence was granted in 1968 according to the same source.
"When the island reverted to complete Spanish control, Malabo was renamed Santa Isabel'. It was chosen to replace the mainland town of Bata as the capital of the country in 1969, and was renamed Malabo in 1973 as part of President Francisco Mac�as Nguema's campaign to replace European place names with "authentic" African ones."
