On a signpost reading Birmingham 113, Newcastle 113, Manchester 117 and Edinburgh 123; then logically how far is London

Ringer is being rather clever but obtuse.  As suggested, give each letter their alphabetic numeral value and them add them up.  But this is ain't right!  Repeat the process but try altering the value of the vowels by a multiple!!!
