I can�t remember the person who said it, but what I do seem to remember is that the person was referring to a quote made by a politician. Hope this helps.
However when I did a Google search I came across this site about The Memoirs of Stanley Challenger Graham�s webpage titled The Wide World. http://www.oneguyfrombarlick.co.uk/ltp/SGMEMOI R2002/THE%20WIDE%20WORLD.htm
When I pressed ctrl+F (for the find text) and typed in wine and clicked next. The first appearance of wine was part of the quote, minus "there's too much fuss made of fine wines". I didn�t read it all; at the bottom of the page is a link to his other writings.
I don�t think that it is the person you need, but I thought that it might be of interest.
