Frictionless machine in a vacuum

I remember years ago seeing a device that looked like a large light bulb but contained a small windmill device inside. The windmill gently turned inside the vacuum in the bulb and looked like a frictionless machine with no obvious power source. Any idea what this device was called and how it works???
