I have a 24 ft round pool. It will be sitting on 6 1/2 tons of sand. The sand will be put inside a 12 pointed circle 26 ft in diameter using landscaping ties. The dirt will be spreed out evenly over the 26 ft. to make it 3 in. high. My question is: Will the presure of the sand and the pool water "13,060 Gallons" be to much presure / weight for the landscaping ties to hold the dirt in? Will I have to conect the ties together some how?

In real money, you have 60 tonnes of water spread out over a 60 square metre foundation, giving a distributed load of about a tenth atmospheric pressure. This is only about one and a half pounds per square inch. As long as your soil is compacted, well drained with no underground streams/mines/cellars etc the foundation materials you describe should make a sturdy base. There will be no sideways forces so tying is not an issue like vertical walls.
