Generally attributed to the Babylonians , circa 400-300 BC
yes prior to that they just had a space which made arithmetic confusing especially when the space was on the end! So some genius put a ring round it, bingo!

I don't think anyone can claim to have invented zero. God maybe. I think there was plenty of zero around before someone noticed and assigned a symbol to it.
Maybe it was the same one that invented the wheel, nobody knows, although I strongly suspect that Fred Flintstone had a hand in it.
