Does a body decompose quicker in water or surrounded by air?

Depends on the temperature of each.  Since the major part of decomposition is due to bacteria growth, the colder that the body is maintained, the slower the decompsition.  Sometimes, under water is colder than being exposed to air.  However, if the body is not weighted down artificially, it will surface within about three to five days anyway, due to the gasses caused by the the bacteria...
