I put 2 beakers on a balance one contained 20cm cubed of hydrochloric acid 20cm cubed of sodium hydroxide solution. The total mass was 163.5 she poured the acid onto the sodium hydroxide .Why did the reading on the balance not change?

Why do you think it didn't change? If you tell us we can tell you whether you are right or wrong.
Why would it change? It wouldn't. Think about the reaction that occurs. Write a simple balanced equation. No gas is given off
Whether you are also supposed to refer to the number of moles before and after the reaction will depend on the level - is this KS3 or KS4 Chemistry?
I'm assuming the empty beaker was pu back on the balance. Is there a part (b)- what was the weight of the empty beaker would make a good question
