At the altitudes where we see clouds, why doesn't the low temperature there cause the water vapour to instantly condense and fall?

condensation usually occurs on a surface. There is not much surface for the water vapour to condense onto.
Clouds are not water vapour. They sre tiny droplets of liquid water and ice cryslals held in suspension by the atmosphere.
